William “Bill” Otter has served as the Campus Director at Paul Simon Chicago Job Corps Campus since 2020.
Mr. Otter has over 32 years’ of experience leading and developing people and organizations. Mr. Otter served nearly 28 years in the US Air Force as a command pilot. During that time, he served as a combat squadron commander, as the deputy commander of an Air Force Base, on the Air Force operations staff at The Pentagon, and in leadership positions in the African theater and Pacific theater headquarters. Mr. Otter retired from the Air Force as a Colonel.
Following his Air Force career, Mr. Otter operated a small tutoring business for two years in west suburban Chicago before being selected to lead the Paul Simon Chicago Campus. He joined Job Corps to be a positive influence and provide education and career opportunities for Job Corps eligible young people.
Mr. Otter holds an associate degree in Business from Waubonsee Community College, a Bachelor of Science Degree in Business Administration from the University of Illinois, and a Master of Business Administration Degree from the City University of Seattle. He is also a graduate of the US Army Command and Staff College and the US Air Force’s Air War College.
Mr. Otter and his wife Kelly grew up in west suburban Chicago and have three adult sons.

The Paul Simon Job Corps campus is operated under the Aleut-Odle Training & Development (AOTD) – a Small Business Administration (SBA) approved mentor-protégé agreement between Aleut Operations, LLC, a Small Business Administration (SBA) certified 8(a) program participant and Small Disadvantaged Business, and Odle Management Group, LLC. Together, AOTD specializes in managing Job Corps campuses’ holistic and comprehensive education, career training and job placement services for young adults between the ages of 16-24.
