Out-of-School Youth and Young Adults, ages 18 – 24 who identify with one or more of the following employment barriers
- A high school dropout
- A high school graduate who is basic skills deficient
- Involvement with the juvenile or adult justice system
- Pregnant of parenting youth or young adult
- Homeless or runaway
- Foster care or aged out of foster care
- An individual who is an English Language Learner (ELL)
- A low-income individual who requires additional assistance to enter or complete and educational program or to secure or hold employment.
